John F. Clarke

John Clarke is currently on assignment at the Department of Homeland Security.Dr. Clarke manages the fusion energy strategic technology analysis project and works on the macro-economic characterization and analysis of energy and environmental technologies within JGCRI integrated assessment models. His personal research interests focus on the application of conditional choice theory in macro-economic models. He also consults regularly with the US Department of Energy and the Instituto Mexicano del Petrolio (IMP) on the development, analysis and management of strategic technology portfolios based on technology road map development, integrated macro-economic modeling and real-option analysis of strategic technology opportunities. He previously served as Director of the Fusion Energy Division at ORNL and later as DOE Associate Director of Energy Research and Executive Director of DOE Climate Activities. On an international level he was DOE representative to the Intergovernmental Panel on Climate Change IPCC), organized the International Thermonuclear Experimental Reactor (ITER) project and was first Chairman of the ITER Council. Dr. Clarke received a Bachelor's Degree in physics and philosophy at Fordham University. He earned a Master of Science degree in plasma physics and a Doctor of Science degree in nuclear engineering at the Massachusetts Institute of Technology. He has over 100 published papers and reports in the fields of plasma physics, fusion technology and systems engineering as well as recent publications on international collaboration and macro-economic modeling of technology development and deployment. He is a member of the Cosmos Club and a fellow of both the AAAS and the American Physical Society. He has received a number of DOE awards for his contributions to technical program management and the establishment of effective international collaboration.
