Noelle O’Brien is the Principal Climate Change Specialist at ADB’s Pacific Department where her responsibilities include the management of Ireland’s Trust Fund for Building Climate Change and Disaster Resilience in Small Island Developing States.
Prior to joining ADB in 2018, she had spent almost eight years with DFID’s climate change work in East Africa, where efforts focused on approaches to building resilience to climate change and low carbon development using a range of financial instruments.
She holds a Natural Science Degree from Trinity College Dublin and Masters’ Degrees in Applied Environmental Science and Development Management. Noelle has worked with the Mekong River Commission and the Center for People’s and Forests and a number of international organizations in South East Asia and Africa.
